Reach By Locality

Norfolk Department of Human Services (NDHS) accounts for 40% of the children served by TFFC—our largest partner locality. While our origins were in Norfolk, we have expanded steadily outward to meet the growing need. Today, TFFC proudly serves youth in foster care across 27 localities and agencies throughout the Virginia.

Serving Youth at Every Stage


We walk alongside youth not only during childhood, but also as they transition into adulthood and independent living. This chart illustrates the age distribution of children and young adults served by The Friends of Foster Care. While the largest group of participants falls between ages 10 and 17—with a peak at age 14—the data shows a wide service range, beginning at infancy and extending through age 26.

Program Distribution

Tutoring accounts for 30% of services, underscoring our strong commitment to academic success. YMCA programs make up 27%, promoting physical and mental well-being through access to recreation and community support. Extracurricular activities (20%), camp experiences (17%), and incentives and scholarships (6%) complete a well-rounded investment in the whole child—in and beyond the classroom.

Where Every Dollar Goes

Over half of all expenditures (52%) go directly to education and tutoring, emphasizing our strong focus on academic success. Gifting (19%) ensures youth feel celebrated and seen, while outreach and recruiting (9%), ensure loving homes are available for these kids.  Camp expenditures (9%), support personal growth and enrichment. The remaining funds are thoughtfully distributed among YMCA memberships, extracurricular activities, and emergency needs, rounding out a comprehensive, youth-centered support model.
