Our Board of Directors and Officers

Audra Bullock – Chair & CEO
Audra is the founder and CEO of The Friends of Foster Care. She holds BS, MS, and PhD degrees in Engineering from Old Dominion University and has worked as an Assistant Professor and NASA Mission Manager. Since becoming a foster parent in 2015, Audra has dedicated her professional life to supporting foster children and building programs that create long-term impact.

Christy Allen – Director
Christy is a real estate broker and former TV producer with deep roots in community service. She’s served on several nonprofit boards including CHKD, Norfolk SPCA, and Virginia Stage Company. Her background in media, business development, and charity work makes her a versatile and passionate advocate for foster youth.

Sarah Morin Bishop – Director
Sarah is a veteran social worker with a Master of Social Work degree and more than 40 years of experience. She currently leads special projects at The Up Center and has held roles at United Way, EVMS, CHKD, and other major organizations. Sarah brings decades of wisdom and leadership to the TFFC board.

Mary Bonsby-Brock – Director
Mary is a certified fraud examiner and financial crimes specialist with a degree in Criminal Justice from ODU. She and her husband adopted their youngest daughter from foster care. Mary has served in the banking industry since 1994 and offers a strong background in investigation and compliance.

Tonya D. Byrd – Director
Tonya is Senior Policy Director for Community Engagement at Dominion Energy with over 30 years of experience. She is a Lead Virginia and CIVIC Leadership Institute alum and serves on several nonprofit boards. A Hampton native and proud mom of twins, Tonya brings both strategic insight and personal heart to her role.

Karen Campbell – Director
Dr. Karen Campbell is Vice President for Student Affairs at Tidewater Community College. She holds a PhD in Higher Education and has dedicated her career to student success. Karen and her husband have also served as foster parents, giving her a personal connection to TFFC’s mission.

Amanda Gift – Director
Amanda is a strategic advisor and partner at Brown Advisory, leading the firm’s Norfolk office. She specializes in generational planning, tax strategy, and philanthropy. Amanda is a committed community volunteer and mother of four, with board experience across education and nonprofit sectors.

Chuck Gray – Director
Chuck is the founder and president of Youth Solutions, Inc., a mental health and family outreach nonprofit based in Norfolk. He has a background in community support for families facing trauma and generational challenges. Chuck and his family are deeply rooted in the Hampton Roads area.

Edy Herrera – Director
Edy is the principal at Surrender Network, a leadership development firm in Hampton Roads. He and his wife Nikki have fostered more than 10 children and are passionate about creating a culture of belonging. Edy believes leadership is a powerful force for positive community change.

Jennifer Holland – Director
Jennifer is a real estate appraiser, investor, and nonprofit contributor with a degree in Human Services Counseling from ODU. She has worked with Roc Solid Foundation, MS Society, and CHKD. Jennifer is a dedicated mother of three and passionate about supporting families through tough seasons.

Cheryl Jones – Director
Cheryl is Vice President for Programs at Access College Foundation. She holds degrees in Business and Psychology, plus a certificate in Nonprofit Management. Cheryl is an award-winning college access advocate with a special focus on supporting foster youth in higher education.


Tracy Keller – Director
Tracy is CEO of Girl Scouts of the Colonial Coast and a long-time foster and adoptive parent. She has fostered nine children and adopted four. With a background in nonprofit leadership and civic engagement, Tracy brings passion and experience to every part of her work.

Richard Litton, Jr. – Director, Secretary & Treasurer
Richard is President of Harbor Group International and a former corporate attorney. He serves on several local and national boards and is a dedicated foster and adoptive parent. Richard and his wife Audra have adopted two children from foster care.

Robert E. McCartney – Director
Rob is CEO of The Barry Robinson Center and has a Master of Social Work from Michigan State. He specializes in behavioral health and has led transformative work in military-connected youth care. Rob brings a trauma-informed, child-first mindset to TFFC.

Jalana McCasland – Director
Jalana has over 30 years of leadership in healthcare operations and strategic development. She holds multiple advanced degrees and certifications in public administration, leadership, and DEI. An adoptee herself, Jalana is the mother of two internationally adopted children and a tireless advocate for equity and care.

Douglas Mitchell – Director
Dr. Mitchell is Medical Director of CHKD Medical Group and specializes in pediatrics and infectious diseases. He also leads the International Adoption and Travel Medicine Clinic. As an adoptive father, he’s deeply invested in the well-being of foster and adopted children.

Adam Starks, PhD – Director
Dr. Starks is a speaker, author, and founder of MNDYRR, an app supporting youth access to mental health resources. He holds a PhD in Organizational Leadership and is a national advocate for foster and at-risk youth. A former foster child himself, he brings lived experience to the board.

Kate Powell – Director
Kate is the Executive Director of Tidewater Arts Outreach and a certified fundraising executive. She has a background in nonprofit development and serves on multiple civic boards. Kate and her husband are foster parents who also foster senior pugs and share a love for music and good food.

Anthony Walters – Director
Anthony is President and CEO of the YMCA of South Hampton Roads. He launched the “Everyone Belongs” strategic plan focusing on mental wellness, equity, and community impact. A lifelong YMCA member, Anthony believes deeply in creating spaces that uplift and include everyone.
