Our Mission
At The Friends of Foster Care, we believe every child deserves the chance to thrive.
The Friends of Foster Care walks alongside foster youth and their families in Richmond, Virginia, providing the stability, resources, and experiences every child needs to grow up healthy, happy, and supported.
How We Support Richmond's Foster Youth
We are committed to raising awareness about the needs of children in foster care and increasing the number of foster families in our community. Our programs help fill the gap between what public services provide and what kids truly need to grow up healthy, happy, and supported.

A Decade of Impact. Now in Metro Richmond
Founded by foster parents, built for foster families.
The Friends of Foster Care was started in 2016 by Audra Bullock and Richard Litton, two foster parents who saw firsthand how few community resources existed for the children in their care. What began as a foster family recruitment effort in Norfolk grew quickly into something much larger: a full network of programs designed to address the academic, emotional, and social needs of foster youth across Virginia.
Over the years, strong community partnerships helped expand the organization from Norfolk across Hampton Roads and, in 2022, into Richmond. Today, TFFC serves over 6,000 foster and at-risk youth over the past decade, funded entirely by private donations and grants.
We work alongside local social services, businesses, and nonprofits because we know that no single organization can do this alone. It truly does take a village, and we have spent nearly a decade building one.
When Josiah first shared this poem with us, we were floored.
Its honesty. Its ache. The quiet way it gives voice to something so many feel, but few can say.
Later, when he read it aloud at our annual gala, there wasn’t a dry eye in the room.
We knew then that this piece deserved more than a moment—it deserved to live on in a way that matched its emotional weight. So we commissioned a video to bring it to life on screen.
This is that poem, now a visual story.
We hope it moves you like it moved us.
It Takes a Village. Richmond is Ready to be One.
